[APM] Update config flag / docs for rule registry/Observability alerts page #100039

The Observability Alerts page feature flag is currently marked as unsafe. In 7.14, we intend to ship with it enabled by default, so the feature flag needs to be renamed, assuming we want to keep it. If we don't, it should be removed. We should also update the README in https://github.com/elastic/kibana/blob/120521feb6b3359613601a10af329e0aca100645/x-pack/plugins/observability/README.md (for the rule registry flag as well).
