Missing Observability and Search labels from Kibana config

The following PRs appear in the "Other" list in the Kibana release notes, so I presume there are missing teams or labels from the config:

• [Synthetics ] prevent excess calls to get agent namespace kibana#189995 (Team:obs-ux-management)
• fixes blank storage explorer summary when filter string is active kibana#189760 (Team:obs-ux-infra_services)
• [Search] Fix index error incorrectly showing up kibana#189283 (Team:Search)

There is also a spate of PRs with Team:Security-Scalability, but @nastasha-solomon is following up on those.

For now I am manually adding an "Observability" section since it exists in https://www.elastic.co/guide/en/kibana/current/release-notes-8.15.0.html. l'll manually create a "Search" section too though I'm not sure if that's appropriate long-term.

We need to chat with the Integration folks before deciding whether to add the Team:Security-Scalability label to the Kibana or Security config files. That convo will likely happen next week.
