Why is this dependency not installing with EUI?

Could not find dependency: 'resize-observer-polyfill' relative to '/node_modules/@elastic/eui/lib/components/series_chart/utils/flexible.js'

I get this error in both sandboxes and in the vis builder (where I added it manually).

Strange because it's present as dev dependency on master. I've merged it with this PR https://github.com/elastic/eui/pull/1041/files
