Description

When creating a snapshot and restore policy in kibana, we currently use the get features api in order to get a list of features the user could pick in order to backup its state. Since this API returns all the features, there is no way for us to filter out the ones that have no data to backup, which could be confusing for the user when they see none of the feature states they selected in the resulting snapshot when they try to restore it.

I believe #86307 could solve this issue, but there might be other ways to approach a fix.
