For example, distribution/rpm does not have this set, so it inherits the value from the parent, and you see this wacky stuff in the rpm metadata:

[rpm-info] Name : elasticsearch
[rpm-info] Version : 2.0.0
...
[rpm-info] Summary : Elasticsearch RPM Distribution
[rpm-info] Description :
[rpm-info] Elasticsearch Parent POM
