Project and management settings

Description

Title should simply be Project settings since management is a sub-menu item of project settings. We should consider if the top level node should be management or administration or something like that. Need to consider some of the general config content in the Welcome node (user profile, billing, etc) and whether it should be here.

Only Management is covered and the following other items under Project settings are missing:
All:
Users and roles
Billing and subscription

Elasticsearch:
Trained models
Performance

Security:
Stack Management (Management is called Stack Management in UI...should be consistent)

Observability:
Fleet
It is listed as Fleet and Elastic Agent and links to stateful docs. Is that what we want?
