Azure Monitor stops collecting PT1H metrics for Storage Account

Problem

The Azure Monitor metricset does not collect the PT1H metrics for the Azure Storage Account.

For confirmed bugs, please report:

• Version: 8.11.2+

The Storage Account metrics take 2+ hours before they are available on Azure, and this does not work with the interval changes we made with the PR #36823

Other PT1H metrics for other Azure services work well, but the PT1H metrics from the Storage Account do not.

Workaround

There is also a possible workaround to collect PT1H metrics using the current version.

If users change the period for the storage account metrics from 300s (5 minutes) to 3600s (60 minutes), the integration will also collect the PT1H metrics. The collection will run every 60 minutes. The only downside is the increased delay, but these metrics seem not too time-sensitive to be a problem.
