When running agent on windows it configures beats to publush http endpoint using named pipe and configure monitoring to connect to these pipes for metric collection.

this fails on: error making http request: Get "http://npipe/state 1": open \default-endpoint-security: The system cannot find the file specified.

identified issues, i have a fix tested, i just need to take it from my garbage loaded branch into clean one
