[Packaging] Beats Tester should run with specific versions rather than latest

Otherwise, the chances the packaging is happening when the beats-tester runs is high and therefore files might be corrupted or their sha files don't match with the binaries.

Let's think about the packaging folder structure that can allow to test every packaging correctly

• [beats-tester][packaging] store packages in another location beats#21903 to store artifacts in another locations (with folder matching the commitId).
• [packaging][beats-tester] use commit id binaries beats#22027 to use the upstream commitId when beats-tester runs on a upstream event.
