Currently we rely on the user to configure logging for the agent. While this is technically "correct", it would be useful to be able to just set a config value to increase the verbosity of our logger. Obviously this assumes that there's a handler that will output our messages at that log level, but that is (usually) the case.

This config option should be made dynamic, to support the upcoming remote config option (spec here). However, #908 is a prerequisite for this functionality.
