FrameworkTest currently uses CheckerFrameworkPerFileTest, which makes the test executions slow.
Can we extract the tests that actually contain javac errors into jtreg tests and run the remaining tests as CFPerDirectoryTest?
Most of the tests are from all-systems, which definitely support PerDirectory.
