Per discussion on August 4, 2021, the team has tentatively agreed that we will use the 2.0 release for the package space move associated with Jakarta EE 9.1. The 3.0 release will be the next major release, and should highlight the client API, federation, etc.

If we can get the client API work completed before October (current target for EE 9.1 compatibility), then we will shift things around and release a 1.2 version. Then 2.0 will still represent the EE 9.1 change, and most of the items targeted for 3.0 will remain with 3.0.
