Bug Description:

Following #9519, starting the electron application does not restore the previous workspace and will always restore to the default window (no workspace).

Steps to Reproduce:

  1. start the example-electron application
  2. open a workspace
  3. close the application
  4. re-start the example-electron application
  5. notice that the workspace is not restored
