Bug Description:

The toolbar's drag-and-drop no longer works following 3b4fb79 (#12065) (confirmed to work in 945a97b). The regression means that global toolbar items cannot be moved throughout the toolbar.

Steps to Reproduce:

  1. confirm that the toolbar is present (F1 > View: Toggle Toolbar)
  2. attempt to move a toolbar item through drag-and-drop
