Get toolchain info from a single place, preferably openJDK configure

We currently have toolchain information spread around multiple files including

linux_arm.spec
configure_linux_arm.ml
targets.mk.linux.inc.ftl
tr.source/trj9/Makefile

This information should ideally be obtained from the openJDK configure output.

@JamesKingdon Have you see issue #90 ? It covers replacing the current UMA specs with a cmake based build system. I'm not sure the current cmake story will get us all the way to having the all the info come from the openJDK configure, but it will move the project closer to that goal.

Hi Dan, yes, I know of the ongoing work to move to cmake. Do we have a feel for when that will replace the existing build systems for an integrated openJDK build?
