Include all Technology Repositories in the release process

Technology-XYZ components should be built automatically during

• nightlies
• Publish-All-In-One
• Releases

If a technology component cannot be built, e.g. due to compile errors, the overall release process must not be blocked/failed will fail.

This could be optimized to make builds on them failure-tolerant, but that will have to be done in a subsequent effort.
