Describe the bug

This is a follow-up issue of #20785 for Problem 6.

When a CheTheia plug-in declares some volumeMounts, there is no automated volumes added if there is no volumes on the DevWorkspace

Start from #https://github.com/l0rd/spring-petclinic?devfilePath=.devfilev2.yaml

there is a missing kube mount

Expected behavior

DevWorkspace starrts without errors
