Test suite is failing to run on Travis #18

This is due to issues installing scipy in the Travis build environment.

It would also add at least 15 mins to build time to add it on each Travis run (e.g. see this travis ticket.

Dockerising the app will make the tests (and ultimately the app) more portable, and faster to run.
