OAI Toolkit would detect the version of the configuration files used by the user, and prompt them if they are old. #154

This is a feature request which would help the users of the OAI Toolkit to
use the latest configuration files, if they have missed to upgrade to the
new ones.

The OAI Toolkit would check the version number of the configuration files,
the user uses and if its an older one, than the recent one, it would
prompt the user to update the configuration file to it's recent version.

Eg: Checks the OAIToolkit.log4j.properties file in the bin directory of
the Tomcat folder, and if it ises 0.1 version of that file, and latest is
0.3 version of that file , it prompts the user to have the recent version
to be used there.

The version number of that file would be the first line in the file's
content.
