Get Jenkins to work with ARGs from the docker-compose instead of ENV. (ENV only becomes a valid command after FROM, the image name var is needed in FROM)

Split up branch name and date tag into separate variables. Set branch name in Jenkins, get latest date automatically.

Why are we using Shankari's docker hub to host images and not emission/e-mission-server? Should probably switch.

Want to clarify here that

get latest date automatically

means, "get latest date automatically when launching codebuild in jenkins" - user only specifies the branch
