Reduce the relayer UpdateState command

3 reasons:

1. interferes with the empty blocks
2. extra fee for the relayer
3. The relevant updateState headers should be relayed with the relay-packets cmd.

The reason to keep this command is for ibc light client expiration.
Currently the trusting period of the rollapp IBC LC on the hub is 35 days and of the hub ibc LC on the rollapp is 17 days.

Once we'll migrate to the standard relayer this is handled by submitting a TX 10mins before the client expires (assuming the relayer is runnign at that time).

Until then and for the incentivized we'll make it every hour.
