currently ERC20 module requires the Claims module even though we disable it through params

It causes bloatware in the rollapp-evm template

@mtsitrin can this be done after v0.5 or it's on the critical path somehow and will cause upgrade difficulties after? if it can be done after easily I prefer not to prioritize it.
