We should allow the sequencer to register and update the zero-fee relayer addresses based on this ADR: https://www.notion.so/ADR-Whitelisted-Relayer-Fee-Exemption-in-Rollapp-104a4a51f86a80e8ad94c916c87deb17?pvs=4
