Whippet-server's version has never been bumped from 0.1 alpha. We should make it into a sensible, semantic-ish version number.

TODO:

Bump the version number
Add a mechanism for preventing branches being merged into master without the version being bumped (can use PULL_REQUEST_TEMPLATE.md, or anything)
