Display sfdx-cli version used in sfpowerscripts command log headers

To make it easier for users to report bugs, it is essential that we understand the sfdx-cli version being used. As sfpowerscripts wraps it functionality around the cli, and most users do not touch the cli directly, it would be worthwhile to display the versions of sfdx-cli and the prerequisite plugins in the header
