add support for package ids with 15 chars

Describe the bug

sfpowerscripts should skip installation of dependencies (external) provided by packageIds as represented
in packageAliases with 15 characters if its already installed in the org. The remaining 3 characters
are checksum and can be avoided. sfpowerscripts used to support this functionality earlier and now seems
to have removed it, causing lengthy reinstallations

This has caused issue for certain users

Expected behavior
Should recognize packageAliases with 15 characters and skip if its already installed
