sfpowerscripts should skip installation of dependencies (external) provided by packageIds as represented
in packageAliases with 15 characters if its already installed in the org. The remaining 3 characters
are checksum and can be avoided. sfpowerscripts used to support this functionality earlier and now seems
to have removed it, causing lengthy reinstallations
Describe the bug
