Trying to figure out what a globally "fair" hourly rate is for an "entry level" software engineer is ...

Obviously this is "low" in SF/SV/NY; that's why top engineers flock to "Big Tech" for the highest wages. 🙃
I totally GET that for people who have to pay absurd Big City rents/bills, $42k/year might not be "enough" ... 🌇

But for most of the EU, $42k/year is above average:

And on a world-wide basis, e.g. for a kid in Accra where GDP per Capita is $2,328 ($194/month!)

a good salary for an entry-level engineer is $500/month ($6k/year), $42k/year is a fortune! 💰
