Describe the Task

Eric Gilleland has put together an R code that demonstrates the idea of testing whether one forecast is better more often than another. This has a paper currently in development to support the findings, but the code itself is tried and true.

It should be noted that the equation holds up so long as the categories are independent, which assumed with contingency table statistics.
