It should be documented how to grant/achieve administrative permissions, and what administrative permissions can be so granted.

Examples:

• there is currently both the Django built-in admin and the beginnings of a custom-built admin
• users may be granted the usual Django User features is_staff and is_superuser, but it is unclear what they do
• …as well as the marketplace-specific feature initial_type, which may be 0 or Site Staff

This may relate to, though it is initially separate from, questions concerning (generic) user roles and how the app handles these (volunteer vs organization member).
