Reorder: When dragging an item beyond the screen, the list does not scroll up or down #521

With a list in reorder mode, tap on a row, and drag it up or down.
You can drag up or down a few rows successfully.
However, if you attempt to drag up to rows above the current visible rows or drag down to rows beneath the current visible, the list does not scroll up or down as you would expect.
For example, a user would want to drag an item to the very top of the list.
Confirmed on iPhone 5 app and Chrome browser on Mac with ionic 0.9.22.

Could you test out the nightly build with the dragging in your app?
