This would also be useful for dragging it around the screen.

Only required if retroBar has the option to drag the bar around the screen. It prevents unwanted dragging when the system is running slowly and you think you have dragged something else but you have accidentally dragged the whole taskbar.

RetroBar does not have that dragging functionality yet so I don't think it is needed now. Might be wise to raise a request to add manual dragging first.
