Here's how the classic taskbar looks on XP:

Here's Windows 10 with RetroBar running with the Windows XP Classic theme:

Here's a comparison of the clock position on each:

As you can see, the clock is vertically-centred on XP (each red line is 6 pixels tall) but is shifted down by 1 pixel on Windows 10 (top red line is 7 pixels and bottom red line is 5 pixels). Font sizes are identical each time so it's definitely a spacing issue.
