delta.io jar file

Hi guys, this is probably a silly question but can someone please help me out with this? I am pretty new to this environment!

Do I need to have a reference to delta-core_2.11-0.6.1.jar when accessing a delta table on databricks using the spark api?

If so where does this reference live? I am creating a spark submit job on the databricks cluster and can do basically everything with the .net spark api thats documented EXCEPT view a delta table! Please help! If not then what am I doing wrong here?
