We continue to get reports of performance issues in a Safari and now that JavaScriptCore has initial Wasm SIMD support we should enable testing on jsc in perf and CI

Related issues

TODO:

  • Install jsc on the docker images (@radekdoulik)
  • Install jsc on perf runs (@radical)
  • Add a jsc library tests run
  • Add a jsc job for perf - microbenchmarks
