Context

The change: dotnet/sdk#41042 was tested manually enabling the default behaviour in .net 9 of the change #10026 was merged.

Even it is coverd by unit testing in MSBuild, we still need to ensure the e2e verification to be part of the PR gates for future checkins.

Goal

To cover the behavior by automated testing in SDK repository to freeze the behaviour and avoid breaking in future.
