[iOS] RefreshView causes CollectionView scroll position to reset

Description

Using a RefreshView with a CollectionView on iOS causes the CollectionViews scroll position to be reset every time it is activated.

This is working correctly on Android

Steps to Reproduce

1. Add a CollectionView wrapped in a RefreshView
2. Scroll to the bottom of the CollectionView and trigger the RefreshView
3. When the refresh finishes the CollectionView will get scrolled back to the top

This issue has been verified using Visual Studio 17.12.0 Preview 1.0(8.0.82 & 8.0.80). Can repro on iOS platform.

there have been multiple such issues logged for xamarin forms. the ones I found are all still open, and as the codebase is mostly the same, I'd expect the same problems to be present in maui. it's been at least 5 years since the oldest issue I found.
