Cannot use unplated icons in .msix and in windows "start"

Description

As far as I can tell, unplated icons are only visible on the taskbar. However, in the .msix package and in the Windows "Start" menu, the plated icon is still used:

This seems to be somewhat a duplicate of:

#5162 (reference)
#6164
#10515

Some of those issues are closed, but I believe current "fix" is not sufficient, making following valid scenario #22964 not possible.

If I'm mistaken and there is a way to make the icon in the .msix package and Windows "Start" menu unplated, please let me know. :)

Steps to Reproduce

1. Run new project via dotnet new maui
2. Check icon on windows start & .msix installer

Verified this issue with Visual Studio 17.11.0 Preview 2.0 (8.0.60 & 8.0.7 & 8.0.3). Can repro on windows platform.
.msix installer can repro:

@Zhanglirong-Winnie Maybe then app icon is plated in "start" menu only on windows 10 and not on 11, because as I can see on screenshot differences you're probably on 11.

Oh, @malciin You are right, I can reproduce this issue on Win10.
