Eliminate jitutils wrapper scripts

Building jitutils with build.cmd -p uses dotnet publish. Now, that creates a framework-dependent executable build. So, for example, you get "jit-analyze.exe". But we still copy a wrapper.bat into the publish directory that does dotnet <tool>.dll, from before when FDE publishing was available.

Proposal: remove the wrapper batch files.
