Identifiers like variable names and type names can have a tick ' symbol in them in F# (and OCaml). This is commonly used to denote derivatives and auxiliary definitions.
If you define a type with a name containing a tick then rename refactoring immediately rejects it as an invalid identifier when it isn't.
I think this is a duplicate of a pre-existing bug report that has been fixed for variables but not type names.
