I am trying to enable the policheck for the runtime repo here dotnet/runtime#33841
Policheck doesnot uses any artifacts, there is no way to disable the downloading of the artifacts.
It seems like after the consolidation of the repos the number of artifacts has increased a lot which is
leading the powershell being crashed while trying to extract files.
As a short-term fix to unblock runtime to enable SDL runs, we should make the Download and there by extraction of artifacts optional. This should be a easy fix to plumb through.
Long-term we do need to address the StackOverFlow issue with powershell trying to extract BlobArtifacts.
