Setting dotnetfoundation workflows for non dotnetfoundation projects

Hi,

My name is @unaizorrilla and I'm member of dotnetfoundation from the beginning. I (and others) was create the Esquio project and include the project on the dotnetfoundation. Some days ago, a member of dotnetfoundation @DragosDanielBoia without any previous conversation and any interaction ( I request some info for him on the pr conversation) create some global workflows for all repos on the organization. The problem is, Xabaril organization already contains projects not included on the dotnetfoundation, for that, requirements like cla are not necessary

Sincerely, I don't understand lack of interaction / conversation, and why this mandatory workflows are not set on the project included on dotnetfoundation and not in the global org
