Option to clear bundle but outputs

Bundle bot returns a 409 "conflict" if you try to run the same command or a second command with identical outputs or intermediate files, but in these cases we do want to overwrite existing files.

Request a separate bundle bot command to clear outputs or a build flag to clear intermediate outputs or perhaps a force flag to overwrite existing files:

@bundlebot --build --force ...
