any configuration can satisfy this requirement?

I think it got resolved to call the use twice with two different tokens.
It seems the users of these tokens don't need to be the CODEOWNER even the branch protection specifically ask for CODEOWNER's approvals? Am I observing the behavior correct? If so, is it the desired behavior? Thanks
