regress inactive players toward the mean

We've had several players join for only one or two weeks. If they did particularly well or poorly, they might wind up toward the top or bottom of our rankings and they'll stay there indefinitely. It might make more sense to have them regress towards the mean over time so they don't occupy any of the top slots in the rankings.
