DivInst language prefs do not respect script part of locale

To repeat:

• in the preferences, select any language except Nynorsk & Nynorsk with Runes
• restart app, and check that it appears in the selected language
• go to preferences, and select Nynorsk with Runes
• restart app

Actual behavior: the app is now in Nynorsk

Expected behavior: the app should be in Nynorsk with Runes

Although this is not critical for nynorsk, it seems to indicate that the locale settings do not respect alternative scripts (like nn-Runr as opposed to the default Latn). This will affect many North American indigenous languages where Cans is an alternative to Latn.

Known issue (I knew I'd forget to add something to my email).

The CI server needs to have the languages unrecognised by Visual Studio injected into the registry by some mechanism (we tend to use kbdi). It just hasn't been done yet. 😄
