Installing of packages failed after focal/main amd64 libsasl2-modules amd64 2.1.27+dfsg-2. Adding an apt update before installing mitigated this issue.

seems to build now

As there is an apt-get update on the line before the ENV set, I don't relaly understand the added value of that second update. sounds possible that on your case the first one failed.
Does anyone else had a such problem ?
