xorg-x11-server-Xorg-1.20.4-3.fc30.x86_64
+

rpm -qf /usr/bin/xset

xorg-x11-server-utils-7.7-28.fc30.x86_64
+

rpm -qa|fgrep qxkb

qxkb-0.5.1-1.fc30.x86_64

qxkb do not react on changing layout
I use Caps Lock to change:

cat /etc/X11/xorg.conf.d/00-keyboard.conf
Section "InputClass"
        Identifier "system-keyboard"
        MatchIsKeyboard "on"
        Option "XkbLayout" "us,ru"
        Option "XkbVariant" ","
	Option "XkbOptions" "grp:caps_toggle"
EndSection

it does not changes layout when click on it with the left or right button (and select form list).
When I push Caps Lock - all works OK in all apps, but qxkb does not show changes - always stays the US.

I tried to change / play with some qxkb setings - no luck.
I ready to provide all needed information.
P.S. I use IceWM as a manager.

take a look at the results - all proposed solutions don't work and this solutions not related to qxkb.
qxkb was the perfect solution when it works with older OS\xorg\etc.
