What steps will reproduce the bug?

Generate any static documentation with toc and subclauses

npx --yes @diplodoc/[email protected] ... --static-content

Disable JavaScript

What is the expected behavior?

The structure of the static HTML should be the same as the React version.

What do you see instead?

The current element is not open and the sidebar has a weird flat structure.
