[Bavaria] Deactivate regions from application process

As a service user i want to be able to deactivate my region from the application process.

Acceptance Criteria:

• deactivate my region from application process in the "Region verwalten area"
• show a list with not participating regions in the application process
• you can not assign not participating regions to "Zuständige Region" instead show a note with the old application process link

Technical Tasks:

• provide a checkbox in the "region verwalten" area to deactivate the region from application process.
• default value should be unchecked
• extend the region schema by "activatedForApplications" or sth similar
• write a db migration for this
• filter the dropdown in the first application step "Zuständige Region" and show only activated regions
• Show a text below "Nicht alle Regionen nehmen bereits an dem neuen Antragsprozess zur Berechtigungskarte teil"
• Show a link to the old application process (https://www.lbe.bayern.de/engagement-anerkennen/ehrenamtskarte/antraege/index.php) which can be used in the meantime.
• show a list (f.e. in a modal) with all regions that do not participate yet.
