The Landkreis Oberallgäu wants to participate to the ehrenamtskarte

Describe the solution you'd like

• add the region to the regions table
• set activatedForApplication to false

@sarahsporck i think we shouldn't do a migration for this. Since if we would have to run the migrations from baseline once this migration would set the region to activated false.
I think the best option is to run an Insert sql command on production and staging and to add the Region in the Import list
